A firm requested reconsideration of its protest of a Navy solicitation for punch presses. GAO had held that, since the protester did not meet the solicitation requirements, its bid was nonresponsive. In its request for reconsideration, the protester contended that GAO should not have considered the issue of its bid's responsiveness, since it had abandoned that portion of its protest. GAO held that: (1) since the protester did not indicate that the issue in question was abandoned, it properly considered all the issues; and (2) the protester did not show that the original decision contained any legal or factual error. Accordingly, the original decision was affirmed.
