A former Architectural and Transportation Barriers Compliance Board employee requested reconsideration of the Claims Group's denial of his request for severance pay, contending that, since his agency head directed him to resign, his resignation was involuntary. The Claims Group had determined that his separation was voluntary, since the agency never issued him a written notice that it was separating him. GAO held that the former employee's resignation was involuntary, since the agency directed him to resign for its convenience and not on charges of misconduct, delinquency, or inefficiency. Accordingly, the claim was allowed.
