[Protest of GSA Decision Not To Extend Contract for Guard Services]

A firm protested the General Services Administration's (GSA) decision not to extend its contract for guard services and to award an interim contract to another firm, contending that GSA: (1) improperly denied it the opportunity to compete for the interim contract; and (2) should have extended its contract, pending a certificate-of-competency hearing. GAO held that: (1) it would not review the agency's decision to conduct a procurement for interim needs, since its objective was to promote full and open competition; (2) GSA properly limited the competition to firms it believed could properly and promptly meet its urgent needs; and (3) GSA properly did not solicit a bid from the protester, since the protester's ability to perform was in doubt. Accordingly, the protest was dismissed.
