A firm requested reconsideration of the denial of its protest against a Veterans Administration (VA) solicitation for interior signs, contending that GAO failed to consider its contention: (1) that the solicitation incorrectly required bonds; (2) that state law required the protester to obtain its bonds from a surety company licensed by the state; and (3) concerning the adequacy of the specifications. GAO had held that: (1) VA properly required the bonds; (2) VA did not review the correct procedure for obtaining the bonds; and (3) since VA amended the specifications, there was no cause for review. In its request for reconsideration, the protester failed to show that the original decision was legally or factually incorrect. Accordingly, the original decision was affirmed.
