A General Services Administration (GSA) employee claimed backpay incident to his improper retirement, contending that he was eligible under a federal statute to receive a combined civil service annuity for military and civilian service. GAO held that: (1) the claimant was not entitled to backpay, since GSA properly counseled him when he applied for retirement and his separation was caused by his own errors; and (2) since the claimant's retirement from the military was not war-related, he was ineligible for a combined civil service annuity. Accordingly, the claim was denied.
