[Decision Concerning Implementation of Arbitration Award]

The Army requested an advance decision regarding the implementation of an arbitrator's award involving the employees at a depot and a labor union. The award restored annual leave and pay charged to employees after the Army closed part of the facility. GAO held that it did not have jurisdiction over the matter, which involved a legally binding arbitration award. Accordingly, the request was denied.
