A firm protested the Army Corps of Engineers' rejection of its bid for training services, contending that: (1) its late receipt of the solicitation did not allow it adequate time for bid preparation; and (2) the Army should have granted it a bid opening extension. GAO held that the: (1) Army properly rejected the protester's bid as late, since the commercial carrier, not the government, caused the delay; and (2) protester's conversation with the Army did not constitute a timely protest of the Army's alleged failure to timely deliver the solicitation. Accordingly, the protest was dismissed.
