A former Army employee claimed leave restoration and backpay incident to the Army's deduction of funds from her lump-sum annual leave payment. The Army proposed to dismiss the claimant for unauthorized absence and insubordination, and she subsequently resigned. The Army then deducted from her lump-sum leave payment an amount it overpaid her in salary during the unauthorized absence. GAO held that there was no evidence or administrative finding that the Army's actions constituted an unwarranted or unjustified personnel action that would entitle the claimant to backpay. Accordingly, the claim was denied.
