The National Security Agency requested whether it could reimburse an employee for permanent-change-of-station travel he performed in his privately owned airplane. GAO held that NSA properly compared the cost of travelling by privately owned aircraft and a commercial carrier and determined that common carrier transportation was less costly and more advantageous to the government. Accordingly, NSA should reimburse the employee the expenses he would have incurred if he used a commercial carrier.
