A firm requested reconsideration of the dismissal of its protest under a General Services Administration (GSA) solicitation. GAO had held that the protester failed to furnish GSA with a copy of the protest within 1 day after filing it with GAO. In its request for reconsideration, the protester contended that: (1) it did not file a copy of its protest with GSA because it intended to provide GSA with one of the two copies it filed with GAO; (2) the 1-day requirement was unreasonable; and (3) GAO failed to await the decision of the GSA Board of Contract Appeals (GSBCA) concerning the protest. GAO held that: (1) the protester failed to comply with bid protest regulations; (2) the 1-day requirement was reasonable; and (3) the protester could not file the same protest with both GAO and GSBCA. Accordingly, the original decision was affirmed.
