A firm protested the Navy's determination that it was nonresponsible under a solicitation for supercharger repairs, contending that: (1) the preaward survey report was inaccurate, incomplete, and misleading regarding its past performance; and (2) it had corrected performance deficiencies that led to the negative determination. GAO held that the Navy: (1) properly and reasonably determined that the protester's past performance was deficient and that, at the time, the protester had not corrected its deficiencies; and (2) based its determination on the most current information available. Accordingly, the protest was denied.
