A firm protested the Defense Logistics Agency's (DLA) rejection of its bids under three solicitations for steel plates, contending that: (1) DLA did not use the most current information available in determining that it was nonresponsible; and (2) it corrected performance problems that were the primary cause of its nonresponsibility. GAO held that: (1) the protester produced no evidence to show that it reduced its delinquency rate below the threshold DLA considered acceptable; and (2) DLA reasonably determined that the protester was nonresponsible based on fairly recent preaward surveys. Accordingly, the protest was denied.
