A firm protested the Army's cancellation of a solicitation for computer equipment maintenance, contending that: (1) it was entitled to award as the low bidder because the Army cited no compelling reason for the cancellation; and (2) the twolow bids were below cost. GAO held that: (1) the Army reasonably cancelled the solicitation because the bid schedule was defective and the solicitation did not include a current wage-rate determination; (2) the matter of the two low bids was one of responsibility, which it would not consider; and (3) since the protester had no valid complaint against the two low bids, it was not sufficiently interested to protest, as it would not be in line for award if its protest were sustained. Accordingly, the protest was dismissed.
