A firm protested a Forest Service contract award for cadastral surveys, contending that: (1) the Forest Service improperly evaluated its bid; (2) the Forest Service unjustly awarded the contract to a higher bidder; and (3) GAO should consider the protest even though it was untimely. GAO held that: (1) the protester untimely filed its protest more than 10 days after it received notice of initial adverse agency action; and (2) it would not consider the protester's untimely protest, which did not raise an issue of widespread significance to the procurement community. Accordingly, the protest was dismissed.
