A firm protested the General Services Administration's (GSA) alleged modification of a contract after award, contending that: (1) the modification went beyond the original scope of the contract and represented a new procurement; and (2) GSA waived two testing requirements, which constituted a cardinal change to the contract. GAO held that: (1) it would not consider issues relating to the acceptance of a first article or to a contract modification after award, which concerned contract administration; and (2) the modification did not constitute a cardinal change in the contract. Accordingly, the protest was denied.
