A firm protested the Defense Construction Supply Center's (DCSC) rejection of its low bid offering an alternate product under a solicitation for metering valves, contending that DCSC improperly evaluated the data on its alternate product. GAO held that the protester: (1) failed to show that DCSC improperly evaluated its data; (2) failed to provide DCSC with information necessary to evaluate its proposal; and (3) untimely protested an alleged solicitation impropriety after bid opening. Accordingly, the protest was denied in part and dismissed in part.
