A firm protested the Army's rejection of its bid for coaxial circulator transmitters, contending that the Army unreasonably determined that it was nonresponsible. GAO held that, since the protester: (1) declined to participate in a preaward survey, the Army properly determined that it was not responsible and referred the matter to the Small Business Administration for a possible certificate of competency (COC); and (2) failed to make a COC application, it would not review the Army's determination. Accordingly, the protest was dismissed.
