A firm protested the Army's cancellation of a solicitation for gaskets for small arms shipping containers, contending that the Army should have: (1) awarded it the contract; or (2) allowed it to be the supplier for the firm awarded the renovation contract. GAO held that: (1) the Army properly cancelled the solicitation, since it decided that it no longer needed the gaskets; and (2) it had no legal basis to require the awardee under one solicitation to purchase supplies from the low bidder under a related, cancelled solicitation. Accordingly, the protest was denied.
