[Protest of Army Cancellation of Solicitation for Pick-up, Delivery, and Storage of Magnetic Computer Tapes]

A firm protested the Army's cancellation of a solicitation for the pick-up, delivery, and storage of magnetic computer tapes, contending that the Army should have: (1) rejected the low bid because it did not include an interim top secret clearance; and (2) made award to it as the low responsive, responsible bidder. GAO held that: (1) the protester was not suffciently interested to protest the cancellation, since it would not be in line for the award even if the Army reinstated the solicitation; (2) the protester did not provide any evidence that the awardee intentionally misrepresented its security clearance; and (3) the error in the awardee's bid documents pertaining to its security clearance would not in itself cause rejection of the bid as nonresponsive, since the awardee's ability to obtain a security clearance in a timely manner involved bidder responsibility, which would be determined at the time of award. Accordingly, the protest was dismissed.
