A firm requested reconsideration of the denial and dismissal of its untimely protest against a Navy solicitation for engineering and technical services, contending that: (1) its reference to evaluation inconsistencies in its original protest constituted a timely protest; and (2) it was not aware of further protest grounds until it received the Navy report. GAO held that: (1) the protester failed to provide detailed protest grounds in its initial protest; and (2) the protester did not base its protest on any new information in the Navy report. Accordingly, the prior denial and dismissal were affirmed.
