A firm protested a proposed Navy sole-source contract award for the repair and overhaul of two weapon systems, contending that the Navy's decision to restrict the procurement to the awardee to provide for an adequate industrial mobilization base was an unwarranted subsidy. GAO held that: (1) it would not question the Navy's decision concerning the need to restrict competition for industrial mobilization, absent evidence that the Navy abused its discretion; and (2) the allegation that the protester, a foreign firm, could have offered a lower price if allowed to compete, provided no basis to protest the Navy's restriction where the restriction was proper. Accordingly, the protest was denied.
