[Protest of Navy Contract Award for Technical Services]

A firm protested a Navy cost-plus-fixed-fee contract award for technical services, contending that: (1) the solicitation specifications were restrictive and limited competition; (2) the Navy's proposal evaluations were inconsistent; (3) the Navy improperly downgraded its proposal because its performance plan for field support services was contrary to the specifications; and (4) the Navy's analysis of the protester's costs was biased. GAO noted that the protester abandoned issues concerning the Navy's evaluation procedures in the instant protest that it had raised in its agency-level protest. GAO held that: (1) it would not consider the allegations that the Navy rebutted and the protester failed to address; (2) it would not consider the allegation concerning restrictive specifications since it was untimely filed; and (3) it would not review the Navy's determination of the merits of the protester's technical proposal, absent a showing of unreasonableness or that the Navy violated procurement regulations. Accordingly, the protest was dismissed in part and denied in part.
