A firm protested a proposed Navy sole-source contract award for the repair and maintenance of navigation systems, contending that: (1) it had sufficient qualified personnel to perform the contract; and (2) the Navy should have divided the procurement into separate contracts, each covering a single base. GAO held that: (1) the Navy properly found that the protester was not qualified to perform the work required; and (2) the protester's contention that the Navy should have divided the contract was without merit because certain support services were available from only one source. Accordingly, the protest was denied.
