A firm protested the Army's request for a second round of best and final offers for the procurement of covers for propulsion seats, contending that the Army: (1) improperly requested the offers; and (2) failed to provide prospective offerers with information necessary to compete. GAO held that: (1) it would not consider the protest alleging improper Army conduct since the protester was not an interested party, as it would not have been in line for award if the protest were sustained; and (2) the protest alleging improper procurement practices was filed after bid opening and was untimely. Accordingly, the protest was dismissed.
