The Air Force requested a decision concerning whether it should grant a retroactive promotion with backpay to an employee. GAO noted that the Air Force: (1) increased all foreman positions by one grade; and (2) omitted the employee's position from the eligible list through an administrative error. GAO found that the employee was entitled to the promotion as of the date the Air Force raised the grade level. Accordingly, the Air Force should promote the employee with backpay retroactive to the date that it should have promoted him.
