A firm protested the Army's cancellation of a solicitation for sterilizers, contending that it expended a great deal of effort during the procurement and the Army should not have cancelled the solicitation. The protester also claimed reimbursement for its bid and protest preparation costs. The Army cancelled the solicitation after the procurement had been delayed for so long that its requirements had substantially changed. GAO held that: (1) the Army reasonably cancelled the solicitation after it properly determined that its requirements had changed; and (2) given the failure of the protest, the claim was without merit. Accordingly, the protest and claim were denied.
