[Protest of DLA Contract Award for Field Desks]

A firm protested a Defense Logistics Agency (DLA) contract award for field desks, contending that: (1) DLA should have either rejected the awardee's bid as nonresponsive or not considered its all-or-none bid qualification because of the alleged inconspicuous placement of the qualification; and (2) GAO should investigate to determine whether the bid was actually qualified at bid opening. GAO held that: (1) DLA acted properly when it discovered the restriction in the awardee's bid since it was required to accept a bid as responsive if it offered the lowest price, and there was no provision in the solicitation stating that an all-or-none bid was unacceptable; and (2) it would not investigate the matter absent evidence that the qualification was affixed after bid opening. Accordingly, the protest was denied.
