A civilian Army employee requested reconsideration of the Claims Group's disallowance of his claim for refund of a commercial airline's payment for failure to provide him a reserved space while he was on official travel. GAO held that a carrier's denied-boarding compensation for failure to furnish a reserved space to an employee traveling on official business belongs to the government. Accordingly, the disallowance was sustained.
