Pursuant to a congressional request, GAO commented on the Western Area Power Administration's (WAPA) authority to contract with a Canadian province for a long-term power supply that WAPA would market to other utilities. GAO noted that: (1) neither the Reclamation Project Act nor the Department of Energy Organization Act would provide authority for WAPA to market Canadian power; and (2) such a contract would not be illegal simply because it was with a foreign country.
