A firm protested an Army small business set-aside contract award for exterior wall refinishing, contending that: (1) the Small Business Administration (SBA) improperly expedited its resolution of the protester's size status protest so that the Army could make award before contract funding expired; (2) SBA did not have sufficient time to investigate the awardee's size status; and (3) the Army should have withheld award until GAO resolved the matter. GAO held that: (1) SBA properly resolved the protester's size status protest; and (2) the Army was not required to withhold award pending resolution of the GAO protest. Accordingly, the protest was denied.
