The Department of Housing and Urban Development (HUD) requested an advance decision on whether it should pay an employee for weekly return travel to his permanent duty station from his extended temporary duty station. GAO held that HUD regulations provided for such travel if the cost was outweighed by such factors as increased morale and reduced recruitment costs. Accordingly, HUD was authorized to pay the employee for return travel at weekly intervals.
