A firm protested a Defense Personnel Support Center (DPSC) contract award. DPSC rejected the protester's best and final offer because it received the offer 4 days after the closing date for receipt of such offers. The protester contended that the solicitation authorized consideration of such late offers as its own. GAO held that DPSC properly rejected the offer because: (1) the solicitation clause authorized consideration of late offers from otherwise successful bidders; and (2) the protester was not an otherwise successful bidder because DPSC awarded the contract on the basis of an accelerated delivery schedule that the protester did not offer in its initial proposal. Accordingly, the protest was dismissed.
