[Protest of Army Contract Award for Conducting Performance Management Workshops]

A firm protested an Army contract award for conducting management workshops, contending that the Army: (1) did not follow its evaluation criteria in awarding the contract; (2) improperly evaluated its proposal; and (3) responded incompletely to its request for material under the Freedom of Information Act. GAO held that: (1) the contention that the award was not consistent with the evaluation criteria was untimely filed more than 10 working days after the protester became aware of the basis for protest; (2) the contention concerning the Army's evaluation of the protester's proposal had no merit since it did not include a statement of the legal and factual grounds of protest, but merely general expressions of dissatisfaction; and (3) it had no authority to determine what information another agency was required to disclose under the act. Accordingly, the protest was dismissed.
