[Response to Request for Approval To Install Pedestrian-Operated Traffic Signal at Entrance to Army Facility]

The Army requested approval to install a pedestrian-operated traffic signal at the entrance of the Army Material Command (AMC) headquarters in Alexandria, Virginia. GAO held that AMC could fund the installation, since: (1) the city could not provide a signal at that location; and (2) AMC would be the primary beneficiary because its tenancy would continue for at least another 6 years. Accordingly, funding was approved.
