The Department of Housing and Urban Development (HUD) requested an advance decision on whether a disabled employee may work at home during temporary periods because of illness. GAO held that HUD may reimburse the employee for work performed at home since: (1) it will be able to measure the employee's actual work performance against established quantity and quality norms to verify time and attendance reports; and (2) there was justification for the employee's working at home. Accordingly, HUD was authorized to allow the employee to work at home for temporary periods.
