A firm requested reconsideration of the dismissal of its protest of a Department of Interior solicitation cancellation for lack of funds, contending that Interior had sufficient funds to issue an award. In the prior decision, the protester contended that Interior: (1) failed to advise bidders that the contract was subject to the availability of funds; and (2) should reimburse it for bid preparation costs, performance and payment bonds costs, and loss of profits. GAO had held that: (1) it would not question Interior's decision to cancel a solicitation for insufficient funds; (2) Interior was not required to advise bidders that contract award was subject to the availability of funds; and (3) it would not authorize reimbursement of bid preparation costs, since the protest was without merit. GAO found that the protester failed to show that the prior decision was in error. Accordingly, the prior decision was affirmed.
