A firm protested the rejection of its bid as nonresponsible under an Army solicitation, contending that the Army and the Small Business Administration (SBA) conspired to prevent it from competing for the contract. GAO noted that the Army found the protester nonresponsible on the basis of its questionable ability to satisfy solicitation requirements and referred the matter to SBA, which refused to grant a certificate of competency. GAO held that: (1) the protester failed to present evidence to support its allegations; and (2) since the protester merely repeated unsubstantiated allegations from a prior dismissed protest, there was no basis for considering the protest. Accordingly, the protest was dismissed.
