A firm protested the Forest Service's rejection of its bid for timber purchase as nonresponsive, contending that the Forest Service: (1) did not include a required form in its bid package; and (2) should waive the requirement for the form because of the difference in price between it and the next highest bidder. GAO held that the Forest Service properly rejected the bid as nonresponsive since the requirement was a material term of the sale. Accordingly, the protest was denied.
