This publication provides GAO and others in the federal audit community with a logical framework for evaluating government agencies' acquisition and operation of computer-based information systems, specifically as they: (1) ensure system effectiveness; (2) promote system economy and efficiency; (3) protect data integrity; (4) safeguard information resources; and (5) comply with laws and regulations. It also provides general criteria for evaluating agencies' performance in achieving these objectives and contains a convenient reference to the most significant laws, regulations, and standards that affect the federal information processing environment.
