[Request for Decision on Military Member's Waiver of Entitlement to Transportation Allowances]

The Army requested a decision concerning a member's claim for reimbursement for round-trip airfare incident to his travel to a conference. The member had signed a waiver of travel entitlements before the Army issued his travel orders. GAO held that the waiver was ineffective because: (1) the Army directed the member to travel to the conference on official business; and (2) there was no statutory basis for allowing the member to waive his entitlements. Accordingly, the claim was allowed.
