Highlights

A firm protested an Army decision to relax a procurement's specifications, contending that: (1) the revisions improperly relaxed the existing specification; and (2) the Army should have used a more restrictive specification. GAO held that: (1) the protester failed to show the restrictions were unreasonable; and (2) it would not review a protest that would limit competition. Accordingly, the protest was dismissed.
