A firm protested the Defense Logistics Agency's (DLA) failure to extend a solicitation's bid opening, contending that DLA erroneously advised it regarding a proposed extension. GAO held that: (1) offerers rely on an agency's oral advice at their own risk; and (2) there was no evidence that DLA deliberately attempted to exclude the protester from competition. Accordingly, the protest was dismissed.
