The Department of Labor requested a decision on whether it may utilize 15 to 20 National Labor Relations Board administrative law judges (ALJ) on a nonreimbursable basis during the remainder of fiscal year 1986. GAO noted that, absent specific statutory authority, nonreimbursable interagency and intra-agency details would be unlawful because the authorizing statute does not permit spending appropriated funds on objects for which they were not appropriated. Accordingly, GAO determined that the proposed transfer of ALJ on a nonreimbursable basis would be improper.
