A firm requested reconsideration of the dismissal of its protest against the General Services Administration's (GSA) rejection of its nonresponsive bid under a solicitation for primer coatings. GAO had held that the protester failed to timely file comments on the GSA protest report. In its request for reconsideration, the protester contended that GAO should consider as comments its response to the GSA decision on its agency-level protest. GAO held that: (1) it informed the protester that it needed to express continuing interest in the case after receiving the GSA report; and (2) the protester failed to file comments within 7 days after it received the GSA protest report. Accordingly, the dismissal was affirmed.
