In response to a congressional request, GAO reviewed the propriety of an Air Force contract award for the design, fabrication, and testing of prototype strategic weapons loaders. Although the Air Force's actions were not consistent with the committee's wishes, GAO found that the award did not violate any appropriation act, or other law, or the Department of Defense's reprogramming procedures.
