A firm protested the Defense Logistics Agency's (DLA) rejection of its telegraphic, low bid, contending that the solicitation appeared to permit telegraphic bids. GAO found that: (1) a procuring agency may not consider telegraphic bids unless the solicitation explicitly authorizes them; (2) the solicitation authorized only telegraphic bid modifications or withdrawals; and (3) DLA properly rejected the telegraphic bid. Accordingly, the protest was dismissed.
