The Navy requested reconsideration of a decision which sustained a protest against its contract award for the replacement of roofing for family housing. GAO sustained the protest because it found that the awardee's bid should have been rejected as nonresponsive for failure to acknowledge a solicitation amendment that increased the warranty on the roofing shingles from 15 to 20 years. The Navy contended that the 5-year increase in the warranty was not a material change in quality. GAO determined that, since the warranty clause was specifically amended to provide for a 20-year warranty period, a bid which failed to acknowledge the amendment was nonresponsive. Accordingly, the prior decision was affirmed.
