A firm protested an Army contract award for system operation and maintenance support services, contending that: (1) the evaluation was unfair because one of the evaluators was not present when the second best and final offers were evaluated; and (2) the Army's decision to award the contract to a higher-cost bidder was not justified. GAO held that: (1) there was no basis to conclude that the evaluation of the protester's proposal was unreasonable; and (2) since the Army's decision was consistent with the solicitation's evaluation scheme, there was no legal basis to object to the award. Accordingly, the protest was denied.
