A civilian Army employee requested reconsideration of the Claims Group's denial of his claim for the excess cost of shipment of household goods incident to his relocation, contending that the weight on the weight ticket was excessive and must have been caused by a large amount of fuel in the moving vehicle's tanks when its driver determined the vehicle's gross weight. GAO held that: (1) the employee's allegations regarding the procedures used to determine the weight of his household goods were speculative; and (2) the employee provided no evidence clearly demonstrating that the weight used was excessive or fraudulent. Accordingly, the denial of the claim was affirmed.
