A firm protested the Navy's cancellation, after bid opening, of a solicitation for air conditioner parts, contending that resolicitation would create an impermissible auction. GAO held that, since the protester was debarred from bidding on government contracts, it was not sufficiently interested to protest. Accordingly, the protest was dismissed.
